USDA/Bush Administration Blasts Farm Bill - Threatens Veto

In these reports, comments from USDA Deputy Secretary Chuck Conner (photo) from an exclusive interview with Southeast AgNet Friday after House and Senate both passed a farm bill compromise that the Bush Administration has all kinds of problems with. While Conner agrees there are some good things in the bill for specialty crops, including citrus, there are also some issues with the bill that could cause a major shoe drop later with respect to world trade partners who are expected to cry foul. Farm Bill Passes Senate

The Senate passed the 2007 Farm Bill on Thursday by an even larger margin than the House - voting 81 to 15 in favor of the Farm, Nutrition and Bioenergy Act of 2008, despite the threat of a presidential veto.

Senate Ag Committee ranking Republican Saxby Chambliss of Georgia says the bill is good for farmers, better for the hungry.

Senate Ag Committee chairman Tom Harkin of Iowa says the bill is a win-win for agriculture and the public and is especially good for specialty crop growers.

Farm Bill Headed For Veto

The House passed the 2007 Farm Bill on Wednesday by an apparently veto-proof vote of 318 to 106. The Senate is expected to pass the bill today.

Agriculture Secretary Ed Schafer says the president will veto the bill even though he knows it will be hard for Congress to vote against it with so many “presents” in it for constituents everywhere.

Everyone seems to support the Farm Bill except the president, including a broad coalition of 557 organizations who sent a letter this week to Congress in support of the legislation.

Putnam helps ensure fairness to Florida in new Farm Bill

Congressman Adam Putnam We got the news release posted below from the Washington D C office of central Florida Congressman Adam Putnam moments after the U. S. House voted overwhelmingly to support the Compromise Committee version of the Farm Bill. Putnam was a member of the Conference Committee.

Farm Bill Veto Expected

Agriculture Secretary Ed Schafer says President Bush will veto the Farm Bill compromise announced Thursday by negotiators. He issued the following statement.

“Today, the United States House and Senate announced the completion of a farm bill that unfortunately fails to include much needed reform and increases spending by nearly $20 billion. At a time of record farm income, Congress decided to further increase farm subsidy rates, qualify more people for taxpayer support, and move programs toward more government control. We should not remove farm commodities from market forces and make them dependent upon government support programs.

In addition, Congress decided to include a new permanent disaster program. This program represents a return to outdated farm policy and questions the government’s investment in crop insurance which was designed to protect farmers against low commodity prices and crop failures. This action will discredit farm programs and jeopardize public support for future farm bills.

Americans appreciate our farmers and ranchers and understand the uncertainties and risks that farming presents. However, they do not understand why their taxes should be used to provide payments to individuals with adjusted gross incomes of $500,000 and higher, some of the wealthiest people in America.

We are also concerned about a lengthy list of extraneous provisions that are not related to farm programs and have no place in this legislation.

For a year and a half, the Administration has been consistently clear that Congress needs to move forward with a good farm bill that the President can sign. They have failed to do so. This legislation lacks meaningful farm program reform and expands the size and scope of government. I have visited face to face with our President and he was direct and plain. The President will veto this bill.”

Farm Bill Compromise Announced

Nearly five months after the Senate passed its version of the 2007 Farm Bill, negotiators happily announced a compromise bill Thursday. Conference committee chairman Senator Tom Harkin called the bill a non-partisan effort and the question now is whether the president will sign it.

IFAS Budget Details

Under the new state budget passed by the Florida Legislature, the University of Florida’s budget plan for FY 2008-09 includes a 6 percent reduction in state funds for the Institute of Food and Agricultural Sciences (IFAS), consistent with reductions for other parts of the university.

Florida Carbon Credits Meetings

Congress passed yet another extension of the current farm bill last week, but did make further progress on a new bill and now fully expect to get it finalized. The conference committee is expected to meet again this week possibly for a final vote on the bill after the budget scoring is complete.

Dr Robert Davis, USDA & Member Nat'l Academy of Sciences I’ve continued to add segments to this series, so I’m updating this post to be sure our citrus visitors hear what is now this full eight-part series with Dr Robert Davis. Among the scientists gathered in Ft Pierce recently to discuss greening and canker research, Davis is a scientist with USDA at the Beltsville MD lab and a member of the National Academy of Sciences. These reports features his comments about the greening challenge from various angles as he shares his thoughts about the value of the efforts being made by the industry to solve the greening problem.
